In Google Chrome, ONLY if you are running HTML help from a local folder, when you click a topic in the Table of Contents, the content displays in a new tab, rather than in the content frame on the right of the current window (as it does, correctly, in Internet Explorer and Firefox).
This is a known issue in Chrome as of this date. It can be fixed, of course, by running the HTML help from a web.
It took me a while to track this down, so I thought I'd post to let others know and perhaps save a bit of their time. :)
